I've attempted factory resetting the phone. I've added every special admin permission to both outlook and launcher disable battery optimization, allow app with data saver, etc. But to no effect. Which launcher version your use now and what's your device model, android version. Do you have any device upgrade or launcher upgrade? I only addes two policies to preconfigure two WiFi networks on my mobile Samsung S8. Wonder how many users are using the Microsoft Launcher and who's device or Office apps are being managed by a company using Intune. When trying to get rid te the Company Portal don't forget to first remove the Office application policies which are configured in the Office Admin Center.
