Outlook is not an upgrade to Outlook Express. Expecting Outlook to be able to use the data from a completely different program is not realistic. There are methods for transitioning from one program to another that are well documented and posted here daily. All you needed to to was familarize yourself with these 2 programs and plan the transition accordingly. Once you import your Outlook Express data into OE or one of its successors, you can then easily transfer it to Outlook on the same partition.
